I do not know that I would characterized the US's current lack of a plan as "can't be arsed". More of a "oh god, we are broke and our politics are broken too, we do not need another problem". And a side of, "How many of our interventions have worked out for the best in the last 20 years?" And this was unexpected. We do not know what to do next.
